More generally on broadband, another issue is the demand side story, which in South Korea, for example, relates to a story about interactive gaming as a killer application. In the US, the applications that will drive broadband are still developing (like Voice over IP). The best way govt can support broadband is as a model user—say, online egov initiatives—and as supporting a framework that ... addresses issues like digital rights and privacy in a manner that can enable providers of broadband applications to thrive.
